Mission and Purpose

The mission and purpose of the electronic scientific journal align with the functions and tasks of the Institute. The journal aims to reflect the scientific research activities in the Institute's key fields, including:

Financial Plan

  • The journal is funded partly by the Institute's budget allocated for scientific research and technology transfer activities.

Technical Solutions for Ensuring Information Security and Safety

The journal emphasizes the importance of information security and follows the Prime Minister's Directive No. 09/CT-TTg dated February 23, 2024, on complying with legal regulations and enhancing cybersecurity. This includes enhancing monitoring of network security through centralized malware detection systems and proactively detecting unusual activities and cyberattacks. It also involves regular reviews of network security, tightening access policies on security devices, scanning for viruses and malware, patching security vulnerabilities, and regularly backing up systems and data. The journal also ensures secure system management and access, including using two-factor authentication for VPN connections and management accounts. Outdated or unused equipment and services are regularly audited and removed.

Publishing and Content Management Process

The Journal of Science, Institute for Research and Development of New Technologies is published quarterly (four issues per year), with each issue containing 100-120 pages. The journal is published in both Vietnamese and English and is presented as a continuously updated website.

General Process:

  1. Submission and Receipt: Authors submit their manuscripts via the online journal management system at https://irdnewtech.vn. Upon successful submission, the corresponding author will receive an email confirmation.

  2. Initial Screening: Manuscripts undergo initial screening to determine if they meet the journal's scope, structure, and formatting requirements. Manuscripts that do not meet these criteria will be rejected at this stage.

  3. Independent Peer Review: Manuscripts that pass the initial screening are sent for independent peer review. Reviewers assess the manuscript's relevance to the journal's scope, originality, academic contribution, practical application, and compliance with formatting and presentation standards.

  4. Processing Review Results:

    • If both reviewers agree to accept the manuscript, the author is notified and asked to revise the manuscript according to the reviewers' comments within 15 days.
    • If one reviewer agrees and the other disagrees, the decision is made by the Editor-in-Chief or Deputy Editor-in-Chief.
    • If both reviewers reject the manuscript, the author is notified of the rejection.

  5. Final Manuscript Processing:

    • Authors must submit revised manuscripts within 15 days. Failure to do so will result in rejection.
    • The editorial board reviews the revised manuscript for final approval and publication.
